HPCL is a Maharatna Central Public Sector Enterprise (CPSE) under the Ministry of Petroleum & Natural Gas, Government of India. HPCL has a strong presence in the refining and marketing of petroleum products.
HPCL owns and operates two major refineries: the Mumbai Refinery on the West Coast with a capacity of 9.5 Million Metric Tonnes Per Annum (MMTPA) and the Visakh Refinery on the East Coast with a capacity of 15.0 MMTPA. Both refineries have been upgraded to produce BS-VI compliant transportation fuels. HPCL also owns a Lube Refinery at Mumbai, having a capacity of 428 Thousand Metric Tonnes Per Annum (TMTPA) for production of lube oil base stocks.
HPCL has significant equity participation in major joint venture refineries. It holds a 48.99% equity stake in HPCL-Mittal Energy Limited (HMEL), which operates the 12.5 MMTPA Guru Gobind Singh Refinery at Bathinda, Punjab. HPCL has a 74% equity stake in a 9.0 MMTPA HPCL Rajasthan Refinery Limited (HRRL), a JV with the Govt. of Rajasthan which was dedicated to the Nation by the Hon’ble Prime Minister of India on 4th July 2026. HPCL also holds a 16.96% equity stake in Mangalore Refinery and Petrochemicals Limited (MRPL), which operates a 15.0 MMTPA refinery at Mangaluru, Karnataka.
HPCL has a vast marketing and supply-distribution network comprising 23 Zonal Offices and 156 Regional Offices, supported by terminals, installations, depots, pipelines, aviation fuel stations, LPG bottling plants, retail outlets and lubricant infrastructure. As of 31.07.2026, HPCL had 25,238 Retail Outlets, 6,391 LPG Distributorships, 55 LPG Bottling Plants, 60 Aviation Fuel Stations, 81 Terminals & Depots and 5,440 km of pipeline network. HPCL also has 2,290 CNG outlets and 5,765 EV charging stations, reflecting its expanding presence in new and emerging energy businesses.
HP GAS, the LPG brand of HPCL, caters to millions of households across the country through an extensive network of LPG bottling plants and distributorships. HPCL continues to expand its LPG infrastructure and customer outreach while strengthening its supply and distribution network. As of 31.07.2026, HPCL had 55 LPG Bottling Plants and 6,391 LPG Distributorships.
HPCL’s business portfolio extends beyond conventional refining and petroleum marketing and includes LPG, lubricants, aviation, pipelines, natural gas, petrochemicals, exploration & production, renewable energy, CNG, EV charging and other emerging energy businesses. HPCL is also expanding its presence in petrochemicals and natural gas as part of its strategy to build a diversified and future-ready energy portfolio.
HPCL has its Research & Development Centre named ‘HP Green R&D Centre’ in Bengaluru. The Centre provides advanced technical support to the Refineries and Marketing SBUs for operational improvement, absorbing new technologies, developing innovative and path-breaking technologies, licensing technologies, and becoming a knowledge hub.
The Corporation continues to strengthen its position as an integrated energy company through expansion of refining, marketing, LPG, petrochemicals, natural gas and new-energy businesses.
